Is the wieght factor how much the rocket should weigh or is it for deciding the difficulty of the contest or event, in how many points are delivered for the 1st, 2nd etc.

It's the latter. Each event has its own weighting factor, which is based on the relative difficulty of the event. Then there's also a contest factor, which is based on the difficulty of the different types of contests - for example, it should be harder to win at a regional meet than at a section meet, so you get more points.

You multiply the points for whichever place you get by the event weighting factor and the contest factor to get the total points.
