That does sound like s pretty good way to toughen up small vacuform fins.
For bigger models like the Maxi Honest John, John Boren of Estes gave me a suggestion:
Fill the perimeter of the fins with a mixture of epoxy and chopped fiberglass strands before joining the halves. I bought a quart container on eBay for $15 shipped. I have not completed my HoJo, but it’s fins are pretty fragile and this should add much needed rigidity.
