Probably a misprint. I imagine Estes was probably pretty thorough with flight testing before release of the product, so I doubt they changed their minds.
That said, I have several rockets that fly best on calm days with a C6-5 but weathercock with a little wind and need the C6-3 on those days. With all that clay nose weight, it's a candidate for weathercocking even in moderate wind. If it wasn't a misprint, the C6-3 recommendation may have been due to that. A C6-3 flight in calm air probably resulted in early ejection and possibly stripped stripped chutes. After a few customer reports of that, they may have decided a better overall choice was C6-5. If that's the case, both motors would probably be on the recommended list, so I'm sticking with a misprint.
