What I did was call/then write to the postmaster general, asking for permission to mail via usps ground the rocket motors that I was wanting to mail that met the 30 gram limitation and then recieved a letter stating that I had permission. I may be asked to show it at the usps but have not yet. You just need then to follow the packaging requirements, and include the triplicate dot form filled out correctly and have the correct markings on the box. Aerotech is supposed to supply yearly a list of dealers that are grandfathered in for mailable motors, but according to the usps they had not in a long time, and so I asked for my own letter of permission.
