I would guess that the temperature being measured is the altimeter board temp. That temp would not be very responsive because the PCB acts as a thermal mass. Also, the temp sensor on the altimeter is measuring the ebay air temp which is not the same as the external air temp, because the ebay acts as a partly isolated chamber.

If you want to be able to track air temp changes versus altitude you would need a separate temp sensor ideally mounted on the outside of the rocket. The temp sensor would need low thermal mass so that it responds quickly to temperature changes.
