Rocket motors with 62.5 grams or less of black powder or ammonium perchlorate composite propellant are classified as Division 1.4C or 1.4S Explosives. Manufacturers have a special DOT exemption that allows them to ship the motors as Flammable Solids, Division 4.1, UN1325. Individuals are not allowed to ship under the DOT exemption. Estes/Aerotech negotiated a blanket exemption with USPS for their distributors, but not individuals.
