This doesn't mean that the rest of the celestial sphere should be neglected, but simply that the odds are higher in the direction of the solar apex, as the Sun "overtakes" objects ahead of it (just as more meteors are seen after midnight, because we are then facing in the Earth's direction of motion around the Sun).
