It turned out that the Thor-Burner 1 (Thor-Altair) actually did use those narrow and wide Scout payload fairings. At the time the Scout's reliability was pretty "hit or miss," and the USAF wanted to make sure--as sure as they could--that the classified meteorological satellites (which would prevent spy satellites from wasting film photographing cloud cover) would reach orbit, so they turned to the trusty (and cheap) repatriated Thor IRBMs that had been stationed in the UK.
