Bill,
I use my Swiss army knife of a graphics program, The GIMP (GNU Image Manipulation Program) for Windows XP. This also happens to be the only one that I can afford... (  ). It is free and open-source.
From the GIMP home page: "GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring. It works on many operating systems, in many languages."
