Acquiring the required permits for black powder motor manufacture is a long, tedious and very expensive process from what I understand. You can't just open a business and expect to start production in a month. More like 2-3 years, if you have made all of the necessary capital investment.

Does not bother me one whit that Aerotech has done so in actual reality if that is true.
Permits are often legally required by useless nuisance gubmint agencies for a plethora of things where they should not need be in the name of mamby-pamby safety.
