If this was my project, LONGGGG ago would have given up or sole taken it on myself.
One or the other, but at least would have seen the folly of any "Collaborator".

Them being recognized scale competitors is irrelevant.
The end result to this point in 18 years is zilch is it not ? Time to change the game plan if you want progress, right ?

I don't see where the need for CAD skills are necessary. And GH seemed to be trying to get you to reset or refocus your goals with regard to this project. You need to hit the reset button before more people die.
What exactly is "the project?" From what I was able to glean from this thread - the goal seems to be to write an article for Sport Rocketry. Maybe create a detailed scale data packet?

(4) I have all of the original dataincluding the MPE German blueprints for the Payload Section and I can prove everything I say. (5) The "goal" is to correct all of the previous mistake in the previous iterations and to create a highly-detailed and accurate Scale Data pack, NOT for sale through NARTS, that would be available to everyone, free of charge, in electronic format. Anarticle of the magazine might be generated, but that is not the primary goal, as only NAR members would have direct access to it. I will make no further efforts to "justify myself" to you, Wolf ! Maybe at this point just making what you already have available, for free or for cash, is enough. Leave the CAD stuff to some future enthusiast with the wherewithal to tackle that task. We're all on that fateful list of collaborators. It would be a shame if that data was lost one day while waiting for the perfect moment.
