I am currently building an older #2157 Saturn V. It has vacuformed fins. The newer kit release had injection molded fins. These are available from Estes. I bought several sets. Very nice. I’m still recovering from assembling 8 vacuformed fins for the Saturn 1B.

I feel your pain! Those miserable vacuformed fins is what caused me to buy a molded skirt and fin set from Moldin Oldies several years ago.

Years ago JimZ showed me his technique for vacuform fins. It's really easy and very strong!

Get some 0.020" Plastruct or Evergreen polystyrene sheet.

1) Cut out the fin but leave about 1/16" overlap.

2) trace the fin on the styrene and cut it to fit the outside of the fin. (one piece for each fin set.)

3) Glue (use solvent type cement) the styrene to one half of each fin and let dry.

4) When dry sand the styrene and fin half edges so it's flush.

5) This is the hard part. Carefully, align the second half of the fin and glue it with more solvent cement and let dry completely.

6) Sand the edge of the now glued half so they are smooth.

7) Bob's your uncle!

All you have done is make the fin 0.020" thicker (you can't even notice it!) and added about 4 grams total weight, if that, but they are very very strong and a lot less weight than the resin parts.

I've used that technique for both my Maxi V-2 and my Maxi Honest John. The fins hold up really well.

I've never built a vacuform model but that technique sounds great. Filed away for future reference.
