Default RCP-2015-2016 Cycle Now Posted

The RCP process for changing rules in the NAR Sporting Code a.k.a. “The Pink Book” is defined in the sporting code under section “F” of the appendix. The process can be reviewed online at http://www.nar.org/pinkbook/ the cycle for proposed changes runs on a one year cycle. Twelve regular proposals were received for this cycle. Take the time to read the proposals carefully. I also recommend that you discuss the proposals with fellow contest flyers for the pros and cons of the proposals. Some clubs even have discussion at business meetings to allow for opinions to be shared among members.


You will have UNTIL 11:59pm EDT April 15th, 2016 to comment on the proposals. Once the comment period closes details will be announced on voting procedures for the process. Once the proposals are voted on, they will require a 66% vote for the proposal to be passed and become a part of the pink book effective for the new contest year July1, 2016, but they will have no bearing on NARAM-58. I find it immensely amusing and at the same time confusing that while the NAR bigwigs whine and complain about there being SO little interest in contests and competition rocketry and few new competitors coming into the scene, which has become something of a joke to most rocketeers... "Competition is for that select little group of graybeards and their cliques"... While at the same time making the rules ever more Byzantine and complex and harder to comply with... and squelching any discussion that stands in the way of it instead of arguing the facts that supposedly support their case...

As Chekov quoted the Russian epic of "Cinderella"-- "If shoe fits, wear it!" LOL

Good luck with that... looks like you're gonna need it!

NAR has always complained about lack of interest in competition. NAR has always over-self-regulated HPR. NAR would be well served to increase the size of the overall market so the historical 5% of competitors is 4x-8x what they are now.

I've been actively commenting on it in a NAR email list, and now they no longer allow my comments to be published. It would be nice to have a discussion here among interested parties.

I know there aren't a lot of people doing contest rocketry, but for those who do, this rule making process has some implications, and it's really only in these private forums that people can speak their mind.
NAR is all about information control. Let reality prevail so we can increase participation 400-800%.
