So, he doesn't want to be bothered shipping to Canada, and will only do so if he can gouge the buyer (which isn't likely).

For one or two kits I charge $12.50 shipping to Canada. That comes out to a few cents + or - to the actual shipping cost to Canada.

That's completely reasonable, I'd have no problem paying that for shipping.

Is it much more hassle for you to ship to Canada as opposed to domestically within the US?

Not really.

The only extra work is filling out the custom forms but that just takes a minute or so at the post office.

My post office is in a small rural town, not that busy and, all of the staff of my local post office are the nicest ladies.

I tend to agree with this. Being a new seller, he is probably afraid he will lose his shirt or something.
