More like a switching of lines in a railyard. ATK could do it, maybe the could do some design work on using bundled SRB's to launch heavy satellites into orbit, maybe they need to expand into liquid fuel sustainer motors for upper stages. If they make the price right buyers will be beating down the door for launch services.
