Mine was in PLA and finished pretty nice - just not easy.
As a chemist by day, I have access to tetrahydrofuran, which is supposed to soften PLA, like acetone does ABS. Well, it works, but just barely. What worked best for me was a light touch with a steel file and a lot of sanding. The 'design' sizing appeared to be the bottom of the ridges, so I had to take the shoulder down all the way smooth. I ended up using good old wood filler for the finishing touches on the upper portion. That worked fine. I was amazed at how the primer made ridges barely discernible quite visible.
