Whether it's practical or a commercial success is very much a different issue and very much remains to be seen...

History will prove the point one way or the other...

One of my friend's dad, Datner was director of the 260 inch program. I have posted photos of it myself in another thread.

I posted the photos to show the solid can be assembled horizontally a section at a time then be lifted into place. Also I have done cast in place motors for large ones or ones to be operated in unhelpful jurisdictions, and it is quite practical. The reason why all the stuff associated with solids is totally worth it is the substantial technical advantages, starting with density impulse, storability, and reliability.

If one were to make solids anywhere but UT, there would be more transport options, but as it is the motors are sized to available transport. Just locating a propellant casting operation near any barge at all would greatly increase the segment size capability. I nominate Stockton, CA.

I attached a graphic to show where solids assets are in the US right now. Just outside of Sacramento, CA is Aerojet which just purchased Rocketdyne, who has made large solids in the past, notably the 260 inch. Of course ATK near Ogden, UT. Just East of Bakersfield, CA is China Lake which mixes propellant. In Chandler, AZ is Universal Propulsion. In Cedar City, UT there is an AP plant (and China, Russia, Brazil, and France too). I have also highlighted Stockton, CA which is an inland sea port, and my candidate for nice mixing weather, close proximity to skilled labor and corporations, and easy access to seafaring transport.

I also attached a rail map to show the route for AP would be from Cedar City, UT through Barstow, CA up to Stockton, CA. The other primary supply route is by sea of course.

As for man rating, I have made a few of those already. I have the capability to make a motor to send 1-2 guys into "space" on a sub-orbital flight for a bit over $500k. Like 4 months from when the wire transfer clears. The stunt permit might take longer.
