The Enerjet Nike-Smoke had the tip cut off and the lower vents were cut to an open position and the air flow thru blew baby powder out of it. I think one could not cut off the tip but have 4 slots like through the wall fin slots about 1/2-1" down from the tip perhaps 1/8" wide and an inch long for sufficient inlet volume and the same open the vent doors like a shutter near the base.

If you do that never fill it more than half full because you need air inside the thing to get liquifaction. Probably wouldn't hurt to put some launch lugs blocked at the top inside there to force some lower airspace.

Check it out and get back with me. I like Nike-Smokes to have a sharp tip nose cone. I think the original used tickle (titanium tetrachloride).
