Does anyone know where I can find plans to build this?

My dad worked on the guidance system on this back in the lates 70s. It is interesting to hear him talk about working with the various governmental agencies ...

I am just wondering... wouldn't just purchasing the kit be the easiest way to go?

I'll be getting a box with a lot of rocket items in it - tubes, nose cones, fins, plain balsa sheet to cut fins out of, etc. Good chance there is enough stuff in their to make this rocket without having to purchase much of any thing.
