Since that is both a violation of the TOS and common practice, it seems the only two options are to normalize wholesale prices up a bit or to cut off that vendor entirely if they are a small enough portion of the overall market. If as it seems they are willing to sell the product and at only a 7-12% margin, price normalization to eliminate the /25 seems about right.
