(1) - Losing landowners IS a "big deal", when it comes to the future of Rocketry, particularly HPR, but LPR / MPR could be affected, too

"Total Regulation" might include having to be federally and/ or state licensed, fingerprinted, and having to keep meticulous records for EVERY motor, from Micro-Maxx, on up . . . There might also be a "usage tax" collected for "environmental impact", too.

(3) You would definitely "care", if one of your "basement bomber" motors, in a metal case, over-pressurized ( exploded, if BP ) and severely injured, or killed, a child, for example.

Without insurance, you would have to bear total financial responsibility . . . Not to mention potential criminal charges, due to the injury to and/or death caused, by your actions.

Just because something is "unregulated" does not mean that the consequences of one's actions are not punishable by Law.
