Yes I do know that it is Constitutionally mandated that they regulate interstate commerce. As such, they could choose to "regulate" it by having next to ZERO regulations.
I personally would be happier with a CARTE BLANCHE FREE-FOR-ALL allowing for the shippers to decide what is/is not safe inside the transportation equipment that they themselves OWN !

Yes, there is such a thing as NORMAL, if you have to ask what is "NORMAL" , you probably aren't !
