The white tubes may be made of recycled kraft paper, whose shorter (chopped) fibers could account for the tubes' "softness." Tubes made of virgin kraft paper have longer fibers.

For "A" - "C" powered models (especially using 13 mm mini motors) that should be sufficient, although for a scratch-build I would feel more comfortable with using at least twice the rocket's length of a rubber shock cord.
