I do not know what those were for, but they were not there when it flew, some some sort of pre-flight stuff (The trailing edge was recessed, so possibly to help prevent damage at the tips in handling - speculation). You can see they are not on the fin tips in this launch photo of the same flight, A-004.

On some Dr. Zooch ant scale models Wes simulated the body corrugations with Dura-Lar streamer material.
For this small of a model you would have to cut around the fin roots. Might be easiest if you apply in sections. Then spray adhesive on the back. Myself, I would just paint the section silver and be done with it. Don't know how ambitious you are for getting a scale look.
