I'd sign off on an S19 test. That'd explain the pitot tube nose. The little fin section could very well be .75 inches larger than the Nike; it would be really hard to detect at this range in a picture. And the fitting between the fins could be a camera.
That would be a heck of a test to see if the little fins could bring the mass of an HJ-Nike stack to a more vertical line.
