It also does something else. With the membership in NAR/TRIPOLI you speak of, it gave our hobby strength to fight the "jack booted thugs," (Kaplow term) the BATF(E). Without the certification policy to at least show some semblance of self regulation and responsibility, and the cash flow from memberships to take it to court, the HPR side of the hobby might not even exist today.
