Supposedly, it is 13 ft long with a maximum diameter of 48", made from Titanium

According to my source, it is from an early version of the Ground Based Defense Interceptors. Current ones are on alert in Alaska and California, to save us from North Korean ICBMs.

Good "detective work" . . . Isn't it a little "early" for items like those to be in a scrap yard ?
