Unhappy CTI motors

I placed an order for some CTI motors with the canadian dealer last year and they shipped me by the FedEx - Tracking ID 776042180478.
Package is in the warehouse of FedEx at Memphis TN for 10 months.
How can I receive this package?

Drive down there and get it. Edited to add - but I see the destination address is in Japan. Are you authorized to import rocket motors from Canada/USA?

Have CTI call the FedEx Customer Service "Dangerous Goods" desk to see what it will take to get the shipment moving. Since there's a good chance that there are technical issues involved in why it is hung up, CTI will have to answer the questions. The FedEx Dangerous Goods Hotline is (800) 463-3339.

Questioning if they can get the order delivered in Japan should have asked prior to ordering, not after.

I got an import permit.
The permission has been postponed twice.
Currently it has expired.
If it arrives in Japan, we will get permission again.
It is difficult to enter the United States from Japan.

I contacted CTI in 2018. Customer service introduced me dealers.

The dealer who shipped it will have to contact FedEx. It is unlikely you can do anything from your end.
