All the Estes technical reports, TR-1 through TR-10, are available in pdf format from download links and servers from somewhere on the net ... except for TR-11.

I can't find TR-11 in pdf format anywhere.

Does anyone know of a download link for TR-11?

I went back and looked for TR-11. Still couldn't find it. I only found TR-6.

Estes has VERY recently added technical reports and other publications to the new Estes/Estes Educator website.

I'm not sure how many more they will add, but you can certainly contact them and make requests. I think the new management is going to do very, very well.
